Overview of Assessment Validation

RTOs manage numerous duties post-registration, such as yearly reports, AVETMISS compliance, and marketing adherence. Among these tasks, validating assessments is notably challenging. While we've discussed validation in several articles, a review of the basics is necessary. ASQA defines validation of assessments as granular review of the evaluation process.

In essence, assessment review is designed to identify which parts of an RTO’s assessment procedures are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting. According to Clause 1.8 of the SRTOs 2015, RTOs must ensure their assessment systems, including RPL, meet the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

The regulations specify two types of validation. The first type of assessment validation checks conformity with the training package assessment requirements within your RTO's scope. The subsequent validation verifies that assessments adhere to the Principles of Assessment and Rules of Evidence. This suggests that we perform validation pre- and post-assessment. What are the Two Types of Assessment Validation?

- Assessment Tool Validation: Also called pre-assessment validation or verification, involves the primary part of the clause, ensuring meeting all unit requirements.
- Post-Assessment Validation: Deals with the conduct, guaranteeing that RTO assessments adhere to the Principles of Assessment and Rules of Evidence.

Process of Conducting Assessment Tool Validation

Timing for Assessment Tool Validation

The goal of validating assessment tools is to make sure that all aspects, criteria for performance, and performance and knowledge evidence are included by your evaluation tools. Therefore, whenever you purchase new learning resources, you must carry out validation of assessment tools prior to student use. There's no need to wait for your next 5-year cycle validation schedule. Validate new materials right away to verify they are suitable for student use.

Nevertheless, this isn't the only reason to do this type of validation. Do validation of assessment tools also when you:

- Enhance your resources
- Add new training products on scope
- Check your course against training product updates
- Identify your learning resources as a risk during your risk assessment

- Mapping Document: The first document to review. It indicates which assessment items meet subject requirements, aiding in faster validation.
- Learner Workbook: Ensure it is suitable as an assessment resource during validation. Check if guidelines are clear and input fields are sufficient. This is a common issue.
- Marking Guide: Also verify if directions for trainers are sufficient and if clear benchmarks for each assessment task are provided. Clear benchmarks are crucial for reliable evaluation results.
- Supplementary Resources: click here These may include lists, registers, and forms designed separately from the student workbook and marking guide. Validate these to ensure they suit the evaluation task and meet course unit requirements.

Assessment Validation Panel

Clause 1.11 specifies the requirements for validation panel members. It states validation can be performed by one or more people. However, RTOs usually mandate all trainers and assessors to participate, sometimes including industry experts.

Collectively, your assessment validation panel must have:

- Vocational Competencies and Current Industry Skills relevant to the unit being validated.
- Current Knowledge and Skills in Vocational Teaching and Learning.
- Either of the following credentials for training and assessment:
- TAE40116 Training and Assessment Certificate IV or its successor.

Principles of Assessment

- Equity: Is equal opportunity and access provided to everyone in the assessment process?
- Versatility: Does the assessment offer various options to demonstrate competence based on different needs and preferences?
- Accuracy: Is the assessment an accurate tool for evaluating the required skills and knowledge?
- Dependability: Will the assessment produce consistent results every time?

Guidelines for Evidence

- Appropriateness: Is the evidence relevant to the skills, knowledge, and attributes described in the unit of competency?
- Adequacy: Does the evidence adequately demonstrate the required skills and knowledge?
- Genuineness: Does the evidence confirm the originality of the candidate's work?
- Timeliness: Is the evidence up-to-date with current industry practices?

Important Factors in Assessment Validation

Pay attention to the verbs in the unit specifications and ensure they are addressed by the assessment task. For example, in the unit CHCECE032 Baby and Toddler Care, one performance evidence requirement asks students to:

- Change diapers
- Prepare bottles, bottle feed babies and clean equipment
- Prepare solid food and feed babies
- Respond appropriately to baby signs and cues
- Prepare babies for sleep and help them settle
- Observe and promote suitable physical activities and motor skills for babies

Frequent Errors

Asking students to describe the nappy-changing process for babies under 12 months old does not meet the unit requirement. Unless the unit requirement is meant to evaluate underlying knowledge (i.e., knowledge evidence), students should be doing the tasks.

Be Careful with Plurals!

Pay attention to the frequency. In our example, one of the unit requirements of CHCECE032 Baby and Toddler Care calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby is not sufficient.

All or Not Competent

Pay attention to itemized requirements. As mentioned earlier, if students perform only half the tasks listed, it’s not compliant. Each evaluation task must cover all criteria, or the student is incompetent, and the assessment method is out of compliance.

Can You Be More Specific?

Each assessment item must have clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s crucial that your instructions do not baffle students or evaluators.
